Special session likely as Minnesota Legislature, governor keep talking on budget

The Minnesota Legislature begins its last official day of the 2021 session on Monday. But with parties still hashing out issues ranging from the state budget to tax rules to police reforms, it's likely another special session will be needed to finish the work.
