OVERSEAS REGULATORY ANNOUNCEMENT

APPROVAL OBTAINED FOR THE NEW COGENERATION POWER PLANT PROJECT

AT HUANENG YINGKOU POWER PLANT

This announcement is issued pursuant to Rules 13.09(1) and (2) of the Rules Governing the Listing of Securities on The Stock Exchange of Hong Kong Limited (the “Listing Rules”).

Huaneng Power International, Inc. (the “Company”) announced that its new project of two 300 MW co-generating units at Huaneng Yingkou Cogeneration Power Plant has recently been approved by the National Development and Reform Commission.

Huaneng Yingkou Cogeneration Power project will construct 2 x 300 MW domestic subcritical co-generating units. The project will concurrently install high-performance electrostatic precipitators, flue-gas desulphurisation and denitrification facilities and flue-gas continuous emission monitoring system. Various emission indices at the power plant will satisfy the environmental protection requirements of the State.

The total investment amount of the project is estimated to be approximately RMB3.32 billion, of which 25% is equity capital to be funded by the Company. The remaining investment will be funded by bank loans.

The project does not constitute any transaction under Chapter 14 and 14A of the Listing Rules.
