Alatus loses financing for $70M Lexington Station apartments, blames rent control

Developer Alatus has put a 307-unit apartment project in St. Paul's Frogtown neighborhood on hold, the latest hurdle for a plan to redevelop a Lexington Parkway site into housing. Alatus says a financial backer pulled out over the city's new rent-control ordinance.
